The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of District Post Award Grant Manager in the Provost/Instructional Support Services Division.
Under direction of the director of Grants and Sponsored Research, this position will provide leadership in the management of post-award grants and external funding consistent with expectations outlined in the funding source, and CCS, State, and Federal policies and procedures. This position will work with grant managers across the district to: assist in successful project implementation, meeting ongoing compliance requirements, measuring and reporting outcomes, ensuring proper fiscal aspects of grants are maintained, and acting as a liaison and technical expert regarding grants with the CCS Business Office, administrators, grant managers, and outside entities to ensure compliance with grant outcomes, laws, rules, and regulations.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
- Manage district-wide grant post-award management processes, which includes: working with grant managers and responsible administrators to meet all post-award requirements for project implementation, on-time achievement of deliverables, fiduciary compliance, preparation for audits/desk reviews of programmatic records, monitoring of budget spend down, preparation and submission of reports, records retention, project close out procedures and appropriate stewardship of external funding awards in compliance with all rules and regulations related to federal, state, local and private external funding agreements. *
- Serve as a technical assistance point of contact for the G&SR Office on all district-wide grants and sponsored research activities during the entire grants lifecycle to support faculty/staff, internal grant collaborators, subcontract awardees and community partners. Provides timely information regarding specific funding policies, procedures, regulations and activities that may impact post award implementation, stewardship and compliance. *
- Have regular communication with project managers and administrators to review progress, address concerns and advise of necessary data needed to show impact of grants. Maintain records of all grant activities to ensure that grant recordkeeping and reporting of requirements and restrictions are observed. Provide progress/summary reports for administration as requested.
- Work as a grants lifecycle team member within the G&SR Office to provide oversight tools and support for all processes that impact pre- and post-award implementation and compliance, review and interpret federal and state regulations, as well as funding source solicitations to ensure compliance and achievable outcomes, review grant proposal budgets, provide grant status updates on a regular basis to grant stakeholders, and identify opportunities for continuous improvement of outcomes, processes and procedures. *
- Monitor grant expenditures and sub-recipient requests for payment to ensure that any variances are within budgets, variance guidelines are followed to prevent unallowable expenses and provide assistance in preparing documentation and obtaining approvals for grant budget modifications and changes in personnel or scope of work. *
- Create and provide faculty and staff training and professional development of grants and sponsored research policies and procedures, as well as specific grant funder information and best practices. Administrate the CITI training tool to insure that grant-funded persons working on a project to include, Principal Investigators, Students, Administrators and Grant Managers, are in compliance with federal funding training requirements. *
- Compose correspondence, maintain post-award resources and checklists on the CCSNet G&SR portal, as well as printed materials related to funder program policies, procedures, and operations. Act as a liaison to the funding agency for questions regarding grant program implementation. *
- Establish and maintain electronic records, files, and databases in compliance with retention schedule, and funder requirements. Generate reports as necessary. *
- Work with CCS Marketing and perform a variety of post-award functions that promote and market the work of grants received to include a quarterly e-newsletter and the G&SR web presence.
- Participate in professional development activities in order to remain proficient regarding grant processes, which may include attending meetings throughout the district and occasionally within the state, regional or at national venues. *
- Support and advance the CCS strategic plan, and perform other duties as assigned. *

COMPETENCIES & OTHER REQUIREMENTS:
REQUIRED COMPETENCIES (MINIMUM QUALIFICATIONS)
- A Bachelor's degree in Public Administration, Project Management, Business Administration, Accounting or related field from an accredited institution OR an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
- Three years of grants administration or grants/contracts experience in which developing, monitoring, and ensuring outcomes/compliance was required.
- Knowledge and technical expertise in understanding comprehensive grant and contracts agreements and compliance requirements.
- Exceptional written and oral communication skills.
- Ability to use automated spreadsheets and other tools for financial analysis and reporting.
- Strong interpersonal skills with ability to maintain positive working relationships with others.
- Ability to perform multiple tasks in a fast-paced environment with multiple interruptions; a demonstrated talent for organization.
- Ability to make independent decisions about work responsibilities and priorities.
- Ability to work in a team and to operate in a manner of open, honest communication with evidence of strong interpersonal skills and successful collaboration.

PREFERRED COMPETENCIES (DESIRED QUALIFICATIONS)
- Master's degree in Public Administration, Project Management, Business Administration, Accounting, Higher Education Administration, or related field from an accredited institution.
- Experience with the PeopleSoft Oracle Grants Module software.
- Experience working in higher education.
- Designation of Certified Research Administrator (CRA), Certified Financial Research Administrator (CFRA) or Certified Grants Management Specialist (CGMS).
CONDITIONS/TERMS OF EMPLOYMENT:
* TOTAL COMPENSATION: $72,018 - $74,670. Total compensation is an estimate based upon base compensation, current employer-paid health and related benefit contribution rates and median retirement fund contributions. The actual total will vary depending upon each employee's enrollment choices.
Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment.
