The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Fiscal Specialist 1 in the Head Start/ECEAP/EHS Division.

This position works a cyclic schedule: 40 hrs per week, 11.5 months per year.

Under general supervision, this position will provide fiscal administrative support for the Head Start/ECEAP/EHS program at multiple sites throughout Spokane. Responsibilities include: maintain fiscal record keeping systems and files; prepare account receivable billings; communicate with families regarding child care accounts and follow-up on accounts receivable collection and aging; compile and reconcile fiscal records and reports; project revenue and expenditures; and assist in budget development. This position will act as a liaison with CCS budget, financial aid, cashiering, general account and purchasing departments, as well as state, federal, and community agencies.



  • Complete a Financial Agreement with childcare clients developing an achievable childcare payment plan when needed; provide resources regarding possible child care funding sources and assist clients to secure funds. *
  • Maintain confidential manual and electronic filing and documentation systems. *
  • Perform account receivable functions. *
  • Prepare and provide invoice requisitions to clients, financial aid, and state and community agencies for childcare services. Prepare, compile and provide program specific budget reports such as In-kind report, Policy Council budget report and manager budget reports. *
  • Reconcile childcare fiscal billing/payment records with CCS database records and take corrective actions as needed. *
  • Collaborate with direct service team and other community agencies to provide a support system for clients including continuing services for families under financial hardships. *
  • Maintain comprehensive fiscal record keeping systems for budget transactions and reconcile to CCS fiscal records. Notify and advise appropriate individuals of relevant findings. Assist with budget development and revisions. Coordinate purchasing functions and expenditure control. Allocate expenditures to appropriate budget and category. *
  • Interpret and apply department, institution, federal, state and/or granting agency policies, procedures, regulations, and standards.
  • Assist in development of HS/E/EHS fiscal policy and procedures.
  • Participate in general site/Head Start meetings as assigned.
  • Provide back-up for site front office.
  • Enroll, recruit and interview child care clients for placement in non-Head Start programs.
  • Support and advance the CCS strategic plan, and perform related duties as required. *

  • Experience/knowledge of accounts receivable billing and collection.
  • Experience using computers, spreadsheets, data base and word processing software.
  • Excellent communication skills both orally and in writing.

  • 15 quarter hours or 10 semester hours of college level accounting
  • Three years of fiscal record keeping experience
  • Knowledge and experience in Washington state Working Connections Child Care subsidy and provider billing.
  • Experience with specific data bases e.g. PeopleSoft, Excel, Child Plus and EZCare2.
  • Knowledge of state and federal fiscal regulations
  • Experience working with low-income families
  • Experience in Head Start or similar environment.

Total compensation is an estimate based upon base compensation, current employer-paid health and related benefit contribution rates and median retirement fund contributions. The actual total will vary depending upon each employee's enrollment choices.

  • Cyclic schedule (11.5-month, 40-hours a week).
  • This position is overtime eligible.
  • 6-month probationary period; may be extended up to 12 months.
  • Requires local or regional travel. If using personal vehicle proof of driver's license and car insurance required
  • Criminal history/child abuse information check at employment.
  • Pre-Employment Post-offer medical exam and tuberculin skin test.
  • Position is covered by collective bargaining agreement.
