Job Description:

This is project position is part of a multi-year initiative that is currently funded through 6/30/2020, with grant expected to be renewed.

Purpose: Serves as lead staff covering all 19 counties and 4 tribes in eastern Washington for REDi Healthcare Coalition (HCC) communications, marketing, and information sharing activities. Responsible for overall HCC general and strategic communications and marketing efforts. Manage information sharing processes, tools, plans, and resources to ensure comprehensive situational awareness prior to and during an incident to provide for a coordinated response. Market and promote HCC capabilities and resources to show the value of the HCC and coordination amongst the healthcare community to members and partners. Members and partners include hospitals and healthcare entities, public health, Emergency Management Systems, and emergency management in eastern Washington HCC region.

Health Program Specialist 2 - REDi Healthcare Coalition Communications Coordinator

Purpose: Serves as lead staff covering all 19 counties and 4 tribes in eastern Washington for REDi Healthcare Coalition (HCC) communications, marketing, and information sharing activities. Responsible for overall HCC general and strategic communications and marketing efforts. Manage information sharing processes, tools, plans, and resources to ensure comprehensive situational awareness prior to and during an incident to provide for a coordinated response. Market and promote HCC capabilities and resources to show the value of the HCC and coordination amongst the healthcare community to members and partners. Members and partners include hospitals and healthcare entities, public health, Emergency Management Systems, and emergency management in eastern Washington HCC region.

HCC Communications and Partner Relations:
•Serves as lead staff covering all counties and tribes in eastern Washington for all HCC communications & related activities
•Lead development and implementation of communication strategy and plan to support HCC goals and priorities
•Responsible to work with Membership Coordinator to facilitate agency and HCC research, development, implementation and of customer relationship management (CRM) system to meet the needs of members & staff
•Responsible to work with Membership Coordinator to manage contract & activities for CMS ensuring it is built and managed to meet the needs of the program and members
•Lead responsibility to identify opportunities and solicit member contribution to feature or publish in HCC communications and materials
•Solicit and coordinate with members to produce stories and share experiences to build awareness and value of HCC and member preparedness and response actions
•Develop and disseminate timely and relevant communication to members (e.g. bulletins, newsletters, etc.)
•Design, development, and manage social media strategy and utilization of tools for HCC purpose and information sharing (e.g. website, Facebook, etc.)
•Responsible for HCC general meeting content in all three locations in eastern Washington to include; seeking out and arranging speakers, developing agenda and presentation with relevant and beneficial content, and evaluating feedback to make improvements
•Lead development and implement of outreach and engagement strategies, plans and tactics and evaluate activities to ensure meets program goals

Marketing & Promotion:
•Serves as lead staff covering all counties and tribes in eastern Washington responsible for all HCC marketing and promotional activities
•Develop and manage marketing strategy to reach all partners in eastern Washington to build awareness and value of HCC
•Ensure adherence to brand standards across all HCC communications and materials and coordinate all communications coming from HCC to all partners
•Lead for presentations to community partners and members and conference presentations to promote HCC purpose and services
•Develop promotional materials highlighting the work of HCC such as annual report, case studies, stories, flyers, etc.
•Promote HCC resources and services to members to improve capability and potentially assist in meeting regulatory requirements.

Information Sharing:
•Serves as lead staff covering all counties and tribes in eastern Washington for HCC information sharing processes and activities
•Serve as subject matter expert on Essential Elements of Information Sharing process and tools for all members and staff
•Co-lead information sharing strategic planning and implantation to ensure consistency and standardization
•Manage information sharing processes and plans and improve tools based on learnings from response
•Lead effort to promote the use of information sharing tools, processes and sharing of contact information with all member
•Responsible for training members and staff on information sharing process, tools and plans
•Provide technical assistance to members and partners on tools

Incident Response:
•Serve as lead for situational awareness during response and initiate action as appropriate
•Responsible for HCC communications during response to ensure creation of a common operating picture
•Triage and respond to information from members
•Work with HCC staff to develop objectives and strategies and supporting them during response
•Serve in Incident Command position during response at HCC Incident Command Post, as on-scene HCC liaison or as HCC liaison to ESF 8 at county Emergency Operations Centers
•Responsible to identify and respond to resource requests through EEI process
•Participate in after-action review process following exercises or response and complete assigned action items
•Serve as rotational duty officer for HCC, involves carrying duty officer phone 24/7 during rotational shift and responding to incident notifications from partners.
•Activates HCC response according to plan and as incident warrants
•Complete HCC incident action items as relevant to incident

Coalition Activities & other Duties as Assigned:
•Completes grant activities, workplan assignments and reporting as required
•Participate in HCC strategic planning efforts
•Identify opportunities for member engagement
•Lead quality improvement (QI) efforts for information sharing projects and other QI work as assigned
•Attend meetings, trainings, exercises and conferences to represent HCC and share information
•Completes other duties as assigned by program manager

Required Minimum Qualifications:
•A Bachelor’s degree in a field directly related to the individual position. (e.g., communications, public relations, marketing, organizational development, healthcare, business, etc.)
•Three years of directly related experience in stakeholder engagement, communications, organizational development, health care systems, emergency management, etc.

Required Licensure/Certification:
•Individual must have valid motor vehicle license or the ability to access multiple sites in a timely manner across all eastern Washington
