The Community Colleges of Spokane is seeking a highly motivated and qualified individual for the position of Human Resources Consultant 1 - HRES in the District Human Resources Office.

This is a consultant position working with a dynamic, professional team that provides internal client services across the District. This professional will work under the general supervision of the Director of Human Resource Employment Services (HRES), and is responsible for assisting in and completing a variety of general human resource assignments which include but is not limited to investigations, employee and labor relations, classification/reallocations, recruitment, and training.



  • Provide assistance in harassment/discrimination investigations by interviewing and documenting interviews, gathering information, making determinations, and generating reports. *
  • Provide labor relations assistance to managers and administrators. Act as a liaison between management and union officials. Assist management with grievance meetings to help resolve grievances at the lowest level possible and produce written responses. *
  • Assist with supporting the recruitment process. Work with the CCS employment recruiter to create job postings, process recruitment documents, and close recruitment files following record retention rules. *
  • Assist with creating and updating position descriptions. Evaluate classification and reallocation requests, conduct position/desk audits, and generate reports. Work with supervisors to develop and update position descriptions and provide advice with regard to the CCS classification system. *
  • Provide advice to managers and administrators regarding employee performance issues. Assist managers with developing performance evaluation documentation, corrective action and discipline notices, etc. Conduct investigations as needed. *
  • Maintain records/statistics and generate reports as required or requested. *
  • May assist in other areas of Human Resources as needed.
  • Support and advance the CCS strategic plan, and perform other duties as required. *

  • Bachelor's degree in human resources, business, or related field from an accredited institution. Or an equivalent mix of education and experience that demonstrates the candidate meets all competency requirements for this position.
  • Knowledge of applicable Human Resource laws, rules and regulations.
  • Ability to compile and analyze data and prepare brief and concise reports utilizing information processing technology and software.
  • Knowledge of general software programs used in an office environment.
  • Excellent communication skills both orally and in writing.
  • Ability to work independently in making sound decisions regarding work processes and deliverables.
  • Ability to work in a fast-paced environment with multiple deadlines.
  • Willingness and ability to work collaboratively in a team environment.
  • Acceptance of the responsibility to promote the welfare and best interests of students at all times.
  • A demonstrable understanding and acceptance of the mission, values, goals and objectives of CCS.
  • The ability to perform assigned duties in a manner consistent with applicable laws, regulations and goals of the institution, community and technical college system.
  • Demonstrable commitment to fostering and supporting a teaching, learning and working environment that honors diversity, equity and inclusion.




  • PHR or SHRM-CP certification.
  • Two years related experience.
  • Experience in a state agency or higher education environment.
  • Experience in a union environment.
  • Knowledge of state RCWs and WAC rules and regulations.

Total compensation is an estimate based upon base compensation, current employer-paid health and related benefit contribution rates and median retirement fund contributions. The actual total will vary depending upon each employee's enrollment choices.

Person hired must be able to provide acceptable documentation of U.S. Citizenship or lawful authorization to work in the United States. This is an absolute condition of employment.   • Ability to travel locally. If using personal vehicle for travel, proof of driver's license and car insurance required.
