While results remain largely consistent with the previous survey, there are signs of cautious progress, particularly in perceptions of public safety and downtown. The Quality of Life index measured 3.5, a minimal decrease from six months ago.

Public Safety, Homelessness Remain Top Concerns
  • Public safety and homelessness continue to top the list of urgent concerns for Spokane residents.

  • 80% of voters lack confidence that local government has an effective plan to address these challenges – reinforcing the need for greater transparency and measurable outcomes. Residents show strongest support for concrete investments: mental health and addiction services, youth engagement, and mobile crisis response teams.
  • Civic Trust and Government Performance
  • Trust in local government remains low, with 67% of voters lacking confidence in how their tax dollars are spent.

  • Still, there’s been a modest improvement in public trust since October – a reminder that clear communication, transparency, and follow-through can move the needle.
  • Downtown Shows Signs of Recovery, Need for Urgency
  • More residents report feeling safer downtown – indicating that activation and safety efforts are beginning to take hold.

  • Residents who feel safe visiting downtown increased by 10 percentage points (daytime visits), yet 82% remain concerned about downtown’s future. 92% agree that its health is critical to Spokane’s economic success.
  • Basic infrastructure and Civic Maintenance Matter
  • Residents are sending a strong message: Get the basics right.

  • 91% say the city should focus on essentials like fixing potholes, maintaining parks, and addressing public safety. There’s also strong support for addressing visible quality-of-life issues like encampments in parks and on sidewalks.
